I've never heard of attuning rune metal, where does this idea come from?

I can't remember offhand. I think it's 1 POW per 6 ENC, plate armour is
probably around 30 ENC, so 5 POW or so sounds about right. You enchant the
iron, then make armour out of it, though, not the other way around. The
Enchant is part of the manufacturing process.
