(I like the consept that the runes were there even before the gods, like the

remainings of a system from an agelost in time; allmost inconprehensible to 
even the gods. Perhaps the God Learners were the ones closest to 
understanding it.

DG> it's worth reading the excellent essay in Cults of Terror which details
the runes and the court that existed before Orlanth and many gods appeared
on Glorantha.  You see the runes beginning to be almost like gods in their
own right but it's only when they associate with other runic gods that they
begin to create effects in Glorantha.

So (In my game) -when Orlanth is a god of wind, it's because he's aquired 
the wind-rune.
