[Rq-rules] Updated archives

Also, every email that goes out has a link to the list information  
page at the bottom.  A link to the archives is found there.

Re: Quarerly:  I can switch back and forth, however *all* the  
archives will basically be the same.  The is one monolithic mbox file  
that gets processed into the archives.  If I set it to quarterly and  
rebuild all will be quarterly.  We don't have the option of some  
parts being quarterly and some not.

I'll switch to quarterly for now on and we'll see how it goes.
