I seem to recall that it was possible to attain a POW of 22, 1 above
species maximum, but perhaps that was an artifact of the way POW gain
rolls worked. If you had a POW of 20 and made your roll, you could
choose to roll 1d3-1 for the gain instead of the automatic +1, so if
you improved by 2, you could exceed the species maximum.
