I think it's more a hangover from Mongooses previous systems. 
It is very similar to the stuff they did in Conan.

It is not inter-related to D&D/d20, more a continuation of the 
Mongoose 'gestalt' (look it up)..

Hopefully we can ignore it, and I won't use it when I convert 
Gwenthia to MRQ (if I bother now).
