No, they're not because they're unrelated to skill development.
The ki mastery from Nihon would have been the correct and
perfect model to use. But I don't think Mongoose got that. I think
they had a very steep learning curve to understand RQ/BRP at
all.

If I ever write anything for MRQ I shall suggest a new magic
system and a new mastery system to replace the ones they
published. If the Open Licence is like the OGL or d20 licence
that that should be quite viable. I guess they'll go for one more
like d20 and less like OGL, they know how well you can use
OGL for your own ends.
