They are similar in that they are 'binary', you have them or not.
They're on/off attributes.

No, they are meant to be top-end attributes to aspire to.
A great idea, and best done using the core RQ skill system.
Like Ki skills in Nippon.
The concept of mastery skills is something I've liked the idea of
for a while.

Indeed, as do may of the MRQ legendary abilities.
