I am not sure it *is* the case. The Glorantha: Second Age preview 
contains the following quote: "Ordinary people practice their own spells 
and charms, helping them to feed, clothe and shelter themselves in what 
would otherwise be a hostile environment." (page 2)

Maybe the common magic stuff will be in a later supplement (Glorantha 
SA, Cults, etc)?
