Depends on how you define Dodge. I've ruled on numerous occasions that it is 
the only defense against missile fire. And yes, that would mean the Sureshot 
spell negates Dodge, as well. I might rule that it only negates the first 
100% of a Dodge, though. Being that good should count for something, even 
against the intervention of the gods.
