No, a Sureshot cannot be dodged. Dodge is a type of
movement (I am yet to encounter a dodge without
movement). The rules (Magic p 37) specify that the
shot hits "regardless of movement, concealment, range
etc". Only if a 96-00 is rolled does the spell fail
and the shot is missed.
Besides, it would be a pretty crappy Divine spell if a
mundane dodge could defeat it.
