[Rq-rules] CHA vs APP (Again)

I watched the first episode of BBC's new Robin Hood series on Saturday and it illustrated to me the difference between CHA and APP.
   
  The new Robin Hood himself is a good-looking chap, probably APP 16 or 17, but has the charisma of a wet dishcloth, probably CHA 6-8. The way he is at the moment, I can't see a dog following him, let alone a band of merry men.
   
  So, it is the perfect example of High APP and Low CHA.
