Offhand, this means that if you're lucky enough to roll a high POW or
(better) INT, you get more skills. It's also a bit awkward since POW
increases and decreases even during character generation. If you use
the 80 point assignment method rather than rolling, then it's not so
bad (yes, you'll get a lot of high INT characters that way, but that
is pretty much inevitable anyway if you have any powergamers who know
anything about RQ).
