that is nonsense... there is no specific in game world  "time" that a 
check is made from
the characters point of view and mechanically the test is always in 
unmodified form

Though sometimes it reasonably shouldnt be.....

a character who is constantly using a magically boosted weapon/body and 
fighting as though
multiple percentiles better than he/she is probably should be making 
advancement tests
as though much more capable... Arguably that reliance on the 
device/spells will slow
advancement
