[Rq-rules] Harn and Harnmaster

I did some checking on Harn, and it seems very "Ruley" to me. Sort of like
ICE's product, what we referred to as Rulemaster. Do not have an interest
in it at all...
I mean in ROLEMASTER, there was probably a chart for sneezing.
