Well, Riskland was only really created by the Lunars as part of their moving troublesome tribesmen to nasty areas plan, hence the brilliant poster for Dorastor.

But, the area is still unsettled in the Second Age, so there's no reason why people can't go there.

It is uncontrolled at this time. It might be part of Talastar, but it's too close to dorastor for anyone to care who lives there - if people are stupid enough to go there then fine, as long as they don't bring broos etc back with them.

That's the great thing about a GM - if you want the Empires to clash in Dorastor then they will.
