[Rq-rules] RQIII CharGen software by Kevin Spencer

I'm trying to track down a downloadable copy of Kevin Spencer's character
generator software for RQIII. I actually have a copy but I need to get it to
someone in Alabama (I'm in Texas) and Googlemail won't allow the sending or
uploading of an executable file.

Anyone know where a copy is residing on the Web?
