[Rq-rules] Herblore

There are a few rules systems that have rules for herbs and herblore. 
Harnmaster is one. In HM herblore is used to govern the knowledge about 
herbs. Alchemy is used when one wants to use a herb in a potion or such. 
Recipes are rated in difficulty levels ranging from 0 to 6. Each 
difficulty level gives a -10 percentile modification to the alchemy skill.
