It's a bit of a Keep on the Borderlands situation
isn't it?

The obvious answer in that case was the evil priest
had hired them all but it wasn't actually mentioned in
the text...

A similar situation should be applied here; introduce
an "overlord" Necromancer-type, who keeps the others
all in line.
