I always used the following rule of  thumb:

Primitive = hunter/gatherers
Nomad = herders
Barbarian =  agricultural, non-city builders
Civilized = agricultural, city  builders

I think historical herding cultures need to supplement their  economy via
either trading, raiding, limited farming, or hunting/gathering,  but the focus
of their wealth generation will be herding.
