[Rq-rules] Rules List needs a new home!

Hi guys. Exiting lurker mode ...
I would like to put in a vote for a Google or yahoo hosted list, for the
simple reason that they are likely to be able to host it longer than any
individual. We would have our future archives at one single spot, instead of
spread out all over the place.
